Have they not heard of call queueing here?

I need to make an appointment to speak to someone about starting the process of getting a national insurance number. When I dial either of the two numbers, one of two things happens. Either I get a busy tone, or the phone rings for a while and then I get a recorded message that says "All our operators are busy at the moment. Please try again later."

This is so annoying. It means that I will actually have to brave the rain and drive all the way to their offices just to make an appointment and to find out what documentation I need to supply.

Honestly. I never thought I'd miss endless bad recordings of Air Supply and syrupy messages that repeatedly claim that my call is important.
